PCs Aidan Wharton, Joe Richardson, Shaun Richards, Phil Downes and Alex Guelpa are the community officers for St Helier.

PC Aidan Wharton

Aidan Wharton

Aidan joined the States of Jersey Police in 2001 and has worked as a response officer, a custody gaoler, a detective constable in both the Joint Financial Crimes Unit and the Public Protection Unit and as a community officer. 

Aidan was born and educated in Jersey and worked in the finance sector before becoming a police officer. He is a keen mororcyclist and enjoys restoring old bikes in his spare time. 

Aidan is a familiar face in St Helier, having walked the beat in town on most days over the last two years. He is always happy to stop and talk and he's looking forward to working with Joe, Andy, Phil, Karen and Steve as part of the St Helier Community Policing Team.

PC Joe Richardson

Joe Richardson

Joe joined the States of Jersey Police in 2018 and has mainly worked as a response officer on shift during his time as a police officer. 

Joe speaks French and is a keen rugby player and a lover of real ale. 

Joe is looking forward to working in the community and meeting the residents of St Helier and working alongside his colleagues in the St Helier Town Policing Unit. He's very appraochable and is happy to chat about any issues or concerns that you might want to raise with him.

PC Shaun Richards

Shaun joined the States of Jersey Police in January 2009, where he spent the first 4 years of his career as a response officer before moving into Crime Services as a Detective Constable.

Shaun has worked within various departments over the years such as the Priority Crime Team, the Historic Abuse Team, and the Public Protection Unit before joining the Community Policing Team. 

Shaun was born and educated in Jersey, and a keen and active musician outside of work. He enjoys spending time with his young family, as well as restoring and maintaining his old Volkswagen Campervan. 

Shaun is always happy to stop and have a chat, and is looking forward to establishing and maintaining relationships within St Helier alongside his colleagues.

PC Phil Downes

Phil For Web

Phil has been with the States of Jersey Police for just over 10 years and has spent the majority of his time as a response officer, both on shift and as part of the Licensing Unit, within the Community Team. Phil enjoys policing large events and the night-time economy, he is also a licensed search officer.

Phil is originally from Newcastle and before being a police officer he was a fitness instructor. 
When he's not at work he enjoys cycling and running. 

He is looking forward to this new challenge with partnership working and tackling the issues that matter to St Helier alongside his colleagues. If you see Phil or any of his colleagues on their community beat, do stop and say hello.

PC Alex Guelpa

Alex joined the States of Jersey Police in January 2009, where he spent the first six years of his career as a response officer before moving to Crime Services. 

Alex has worked in various departments during his career such as CID, Financial Crime, Response Investigation Unit and the Force Control Room before moving to the Community Team in January 2022. 

Alex was born in Jersey and is a keen golfer in his spare time.

Alex is always happy to stop and chat when on patrol, so please do not hesitate to ask any questions if you see him.
