Disclosure and Barring Service

The Jersey Vetting Bureau (JVB) is closing on 1st January 2019. This was the only Registered Umbrella Body in Jersey to facilitate access to the Disclosure and Barring Service (DBS) in the UK. The same process can be achieved by using one of the 900+ registered umbrella bodies in the UK. A list is available from the below link to the DBS. There are three levels of disclosure available from the DBS or Disclosure Scotland:

  • Basic Check

  • Standard Check

  • Enhanced Check

A Basic check can be required by any employer or service provider and will comprise of a certificate detailing any ‘Unspent Convictions’. If you have no unspent convictions, the certificate will display, no unspent convictions, whether you have any spent convictions or not. An employer is not allowed to ask for details of unspent convictions or Parish Hall enquiry sanctions, unless the employment is listed in the ‘Exceptions’ legislation below.

A Standard Check includes details of unspent convictions and spent convictions not eligible for filtering and that may be relevant to the post applied for.

To be eligible for a Standard DBS Certificate, the position must be included in the Rehabilitation of Offenders (Exceptions) (Jersey) Regulations 2002.

An Enhanced Check includes details of all spent and unspent convictions and any non-conviction data/intelligence held by the Police that is reasonably believed to be relevant to the type of employment and is in the public interest to disclose.

An Enhanced Check is for individuals seeking roles involving regular contact with children and vulnerable groups, including Foster Carers and prospective Adoptive Parents.

To be eligible for an Enhanced DBS Certificate, the position must be included in the Rehabilitation of Offenders (Exceptions) (Jersey) Regulations 2002.

Any Vetting Bureau holds legal responsibility for ensuring that DBS checks conducted are eligible under current legal provisions and will provide full advice on the eligibility of roles.
