The Joint Financial Crimes Unit (JFCU)

December 15th 2014 | Inspector Dave Burmingham

The Joint Financial Crimes Unit (JFCU) is composed of officers and civilian investigators from the States of Jersey Police and Jersey Customs and Immigration Service, supported by a team of police staff.

The JFCU investigates Money Laundering, Terrorist Financing, Drugs Trafficking Confiscation, and serious Financial Crime.

Much of the work relates to the proceeds of crime committed in other jurisdictions but we also target local criminality, particularly by identifying and confiscating the proceeds of drug trafficking

The JFCU is split into three separate areas –

1.    Financial Intelligence Unit (FIU)
2.    Financial Crime Investigation
3.    Drugs Trafficking

FIU

The FIU serves as Jersey’s centre for the receipt and analysis of financial intelligence, cooperating with Jersey’s financial institutions, local partner agencies,  and overseas counterparts.

The FIU also receives and responds to Requests for Assistance from International partners to assist in their Anti-Money Laundering or Counter Terrorist Financing enquiries.

Financial Crime Investigation

The Financial Crime Investigation team conducts investigations into serious and complex fraud.

The majority of work is undertaken in conjunction with the Law Officers’ Department.

Owing to the complexity of such investigations, including extensive overseas connections, these are very often protracted and significant, involving volumes of documentary and electronic evidence. They are also expensive to resource for the Island, with the services of appointed lawyers, forensic accountants and other professionals being necessary.

Drugs Trafficking

JCIS officers undertake specialised investigations required to confiscate the assets of those who have been convicted for drug trafficking offences.

In addition, they oversee all cash seizures made across the island.
