Disclosure and Barring Service

The Jersey Vetting Bureau (JVB) is the only Registered Umbrella Body in Jersey that facilitates access to the Disclosure and Barring Service (DBS) in the UK. A key responsibility for the JVB is to empower local employers to make informed and safer recruitment decisions, particularly for occupations involving contact with children and vulnerable groups.

Organisations wishing to use this service are required to register with the Jersey Vetting Bureau and must qualify and undergo training on their legal obligations before the DBS can be accessed. Individuals and the self-employed cannot apply for a DBS check directly.

There are two levels of disclosure available from the DBS:

  • Standard Check
  • Enhanced Check

A Standard Check includes details of unspent convictions and spent convictions not eligible for filtering and that may be relevant to the post applied for.

To be eligible for a Standard DBS Certificate, the position must be included in the Rehabilitation of Offenders (Exceptions) (Jersey) Regulations 2002.

An Enhanced Check includes details of all spent and unspent convictions that may be relevant to the post applied for and any non-conviction data/intelligence held by the Police that is reasonably believed to be relevant to the type of employment and is in the public interest to disclose.

An Enhanced Check is for individuals seeking roles involving regular contact with children and vulnerable groups, including Foster Carers and prospective Adoptive Parents.

To be eligible for an Enhanced DBS Certificate, the position must be included in the Rehabilitation of Offenders (Exceptions) (Jersey) Regulations 2002.

The Jersey Vetting Bureau holds legal responsibility for ensuring that DBS checks conducted are eligible under current legal provisions and will provide full training on the eligibility of roles.
